The website websodoku.com has more than 10 million puzzles. So it is at least that high.

For a nine by nine square Sudoku problem (81 total cells), a minimum of 17 numbers must be given to find the unique solution. Graph theorist Gordon Royle has found approximately 10,000 non-equivalent (or unique) Sudoku problems. (Technically, though, Sudoku can be any size, say 16×16). These days, newspaper use Sudoku puzzles which have been created by computer algorithm, deemed inferior to hand-creation. And lastly, the game was not originally Japanese; it was invented in the UK.
